Today's devotion from Revelation 17 & 18.
It's easy to read of each of these players mentioned, and see only evil on a personal level. Many have tried to figure out the identities of each of the kings and their theories have been published and studied. The problem is that it is not that simple. I could be that those mentioned throughout the vision are representative of nations instead of individual people. It could be that some represent ideas, like power or greed, instead of people. How do we interpret these verses?
I think it is important to recognize that they may act in enmity toward God, but they, regardless of identity, culture, or era, are not beyond His sovereignty. For example, why will they turn on the woman? Revelation 17:17 tells us, "God has put it into their hearts to carry out his plan by having one purpose." Even in their rebellion, God will use them to accomplish His plan.
God is over all things regardless of their alignment. Even those people and things which oppose Him and His will cannot overrule His power. When we read the book of Revelation, we are being reminded in possible way that our God is completely and totally sovereign.
